FREE Winter Deicing Applicator Training Events
Partners in Scott County are hosting a series of free workshops on best management practices for managing snow and ice on parking lots, sidewalks and roadways. The practices will help save money, time and the environment. An optional test will be offered at the end of the workshop to earn Minnesota Pollution Control Agency (MPCA) Level I or Level II Certification in Snow & Ice Control Best Practices. Certified individuals are listed on the MPCA website.

This class is most appropriate for private maintenance companies, property managers, schools, staff & volunteers who maintain parking lots & sidewalks. At the end of class there is an optional state certification exam through the Minnesota Pollution Control Agency (MPCA). It provides individual certification for those that choose to take the optional test after the class and pass it. Individual who take and pass the test would earn the Level 1 Certification in Snow & Ice Control Best Practices. Certified individuals are listed on the MPCA website.
This class is most appropriate for City, County, and State street and highway crews. This is a state certification course through the MPCA. It provides individual certification for those that pass the test.
Training Topics for Level I include, but are not limited to:
- Selection of materials
- Application rates & materials
- Weather conditions & storing materials
- Keeping surfaces safe
- New maintenance methods
- Environmental effects
This class is focused on winter maintenance leadership, public works managers, supervisors, superintendents and other lead staff to review their current best management practices and salt use for possible savings. We highly encourage you to take the Level I class before taking this class. It will prepare leaders to get their organization Level 2 MPCA certified.
Smart Salting Assessment tool (SSAt)
Each attendee will be using the Smart Salting Assessment tool (a 2019 update of the Winter Maintenance Assessment tool WMAt) to focus on issues that apply to their salting practices and future plans. The updated tool has added practices for non-bare pavement to the tool which was originally focused on bare pavement practices and integrated dust control BMPs. Tool outputs are individualized based on attendee current and future practices. The class allows time away from the distractions to use the tool.
The end result of this training will be attendees knowing how to use the SSAt and how to use reports in budget planning and for communication with public officials or others who provide funding for the maintenance work.
