Scott County’s 2040 Comprehensive Plan will build and improve upon the 40 years of long-range planning and analysis that has guided the growth and development of Minnesota’s fastest growing county.
The Detailed Area Plan (DAP) addresses cumulative effects of development on natural resources, transportation, and storm water management and identifies effective mitigation strategies for the study area.
The 2030 Comprehensive Plan introduces a new program aimed at helping protect unique and sensitive natural features in Scott County. The program is based on mapped “conservation corridors” that maintain a network of natural areas throughout the county.
The Public Values Incentive Program encourages the private sector into a collaborative development track that could include density bonuses in exchange for public values that promote varied housing options, improve public infrastructure systems, and encourage natural resource protection.
